Job Summary:

A. Reporting to the Director of Property Services, and working closely with the Standing Housing Committee, the Property Manager, the Rental Housing Coordinators and the Housing (Assignment) Committee, the Housing Programs Manager is responsible for the planning, development, implementation and monitoring of CAFN’s Housing Programs and Services.

This includes; strategic planning, annual and multi-year work-plans, financial forecasting, budget development, funding proposals as well as ensuring that housing-related legislation, regulations, policies and procedures are complied with. The Housing Programs Manager will effectively and efficiently manage the administration and operations of CAFN’s Housing Programs and Services, including; direction and supervisory support to the (2) Rental Housing Coordinators, tenancy management, community/tenancy relations, collection of rental arrears and service charges and effective enforcement of tenancy agreements.

The incumbent will also work with the Property Manager in ensuring that the Rental Housing Units receive scheduled inspections, preventative maintenance, servicing and are kept in good repair.


Further, the Housing Programs Manager, in collaboration with the Property Manager and the Heritage, Lands and Resources Department (PSD-HRL Committee) serves as the lead in the development and implementation of CAFN’s Homeownership Program.

Education and Experience:

Completion of grade 12, with 2 years (diploma) post-secondary training in an accounting program or business administration program. Also, a minimum of 3 years’ experience in upper level management, including the development and overall administration of programs related to housing. An equivalent combination of training and work experience would be considered.

Conditions of Employment:

  • A valid Yukon Class 5 driver’s license.
  • Criminal Records Check
  • Valid First Aid Certificate or willing to obtain
  • Willingness to work evenings and/or weekends, as required
  • Extended workdays may be required to accomplish tasks and meet workload demands during peak periods, as directed
