The Champagne and Aishihik First Nations (CAFN) is inviting public proposals for a contract position to provide a critical resource to CAFN to support efforts of the COVID Coordinating Committee to respond to ongoing, and prepare for emerging, COVID situations in the Champagne and Aishihik Traditional Territory.
All proposals must be all-inclusive pricing, including any sub-contracted work. Contract terms and conditions will be negotiated upon selection of the winning bidder for this RFP. All contractual terms and conditions will be subject to review by CAFN legal advisors and will include scope, budget, schedule, and other necessary aspects of the contract.
Bidders are asked to describe any connection to CAFN or Yukon First Nations by ownership, employment or other means. This connection will be considered in the bid evaluation as specified below.
The following duties are required over the course of the project:
- Coordinate and attend weekly meetings of the COVID Coordinating Committee
- Attend weekly YG/YFN COVID-19 update meetings
- Monitor and update YG phases, orders and guidelines and keep committee members informed
- Attend weekly meetings with the YG-Aboriginal Relations Community Liaison
- Attend bi-weekly meetings with CAFN Directors to address al COVID-related matters
- Lead implementation of Kwätsi dän: CAFN’s COVID recovery plan
- Conduct relevant research
- Develop funding applications
- Develop policy documents for review and approval (EC, ECW, C&C)
- Track and prepare biweekly reporting on COVID-related activities
- Support preparation of communication materials
- Support interventions related to COVID such as community safety officer program
- Work with CAFN’s Emergency Measures Plan (EMP) working group to ensure COVID activities are incorporated in CAFN’s emergency planning process and documents
- Prepare final report, and other material such as a pandemic plan chapter or the EMP
Proposals submitted should include the contractor’s business name and address, qualifications and experience relevant to this type of work and examples of similar work performed. The contractor must have their own liability insurance and workers’ compensation coverage. The proposal must include the hourly rate for the work and rates for travel to Haines Junction, including accommodations.
Proposals will be evaluated based on relevant qualifications and experience, the quality of the proposal submitted and a proposal that addresses all the requirements mentioned above, the contractor’s ability to complete work in accordance with the deadline and the proposed price. CAFN need not accept the lowest priced, the highest ranked, or any proposal, and reserves the right to reject or accept any proposal without further explanation.
This request for proposals does not commit the Champagne and Aishihik First Nations to award a contract. CAFN reserves the right to cancel this Request for Proposals at any time without award or compensation to proponents. Proponents are solely responsible for their own expenses of preparing, presenting, and delivering their proposals.
The contract is expected to commence as soon as possible and continue until December 4, 2020
